Organization, function and duties of the Office of Deputy Commissioner, Lawngtlai District:

 

The Deputy Commissioner is the Administrative head of the district. The Deputy Commissioner’s Office is thus the administrative headquarter of the district. The Deputy Commissioner is assisted by the Additional Deputy Commissioner, Sub Divisional Officer (Sadar), Election Officer, Sub Deputy Commissioner’s, Superintendent, and other staffs. 

 

The district has three (3) Sub Divisions viz., Lawngtlai, Chawngte and Sangau Sub – Divisions which is further divided into four (4) Blocks viz., Lawngtlai, Chawngte, Sangau and Bungtlang ‘S’ Blocks. 

 

Lawngtlai District has two (2) District Councils under the 6th Schedule of the Indian Constitution viz., Lai Autonomous District Council (LADC) and Chakma Autonomous District Council (CADC).

 

 

The functions and duties of the Deputy Commissioner’s Office include maintenance of law and order, implementation and monitoring of developmental works within the district under various schemes, providing a transparent and responsive administration, relief and rehabilitation of disaster management issues, conducting Elections, celebration of both National and State important days, issue of certificates such as Tribal, Residential, etc. and issuance of ILPs and licenses.

  5. Coordination of development and public welfare activities.

Additional Deputy Commissioner

  1. Assist the Deputy Commissioner in the discharge of his functions in the district and his day to day duties.
  2. Has Powers of Addl. District Magistrate.

 

3.

Sub-Divisional Officer (Sadar)

  1. Functions as Drawing and Disbursing Officer.
  2. In-charge of all the branches, supervise the work of Branch Officers and forms the backbone of the office.
  3. Exercises control both in dispatch of business and maintenance of discipline.

4.

Sub-Deputy Commissioner

  1. Functions as Branch Officer and ensures timely and effective disposal of works under his branch.
  2. Assist the Deputy Commissioner in carrying out his duties as a Deputy Commissioner, District Magistrate, as a Collector etc. including supervision and inspection of matters relating to developmental works, disaster management and other as instructed by the Deputy Commissioner.
  3. Has powers of Executive Magistrate.

5.

Superintendent

  1. Ensures efficient and expeditious disposal of work, recording and weeding out, indexing and digitization.
  2. Distribution of work among the staff as evenly as possible.
  3. Training, helping and advising the staff.
  4. Management and co-ordination of work.
  5. Ensures maintenance of order and discipline in the section.

6.

Assistant

Responsible for maintenance of service records of all staff, maintenance of files and their custody, any clerical works allotted, guiding other dealing hands etc.

7.

Under Division Clerk

     Carrying out any clerical works as allotted to

them.   

8.

Lower Division Clerk

     Carrying out any clerical works and typing  

     Works as allotted to them.

9.

Driver

     Assigned to driving and looking after of office

      Vehicles.

10.

All Group D Employees

      Attend to officers and carry out any duties 

      Allotted to them.

The CCS Rules and Regulations, instruction as adopted by the Government of Mizoram and Rules, Notification, Office Memorandum etc. issued by the Govt. of Mizoram from time to time are strictly adhered to in the discharge of their functions by all employees under the Office of Deputy Commissioner, Lawngtlai.

Documents are held mainly in the form of files, registers etc. except for those which are processed via separate computer software and applications such as arm, explosives, community certificates and residential certificates related matters processed through NDAL PESO and e-District Portals.

In policy formulation and implementation, the Office of the Deputy Commissioner, Lawngtlai adheres to the state government. However, arrangements are made in the form of meetings when comments are sought from districts by the state government.
